Jacquet Metal Services est une sociĂ©tĂ© lyonnaise (Saint-Priest) aux filiales implantĂ©es dans de nombreux pays (Italie, Allemagne, Pays-Bas, Autriche, Portugal et Pologne), se positionnant comme l’un des premiers distributeurs europĂ©ens d’aciers spĂ©ciaux, avec un CA annuel de 1,8M€.

État des lieux

À l’image de Chorus en France mais Ă  plus grande Ă©chelle, l’Italie a rendu obligatoire au premier janvier 2019 la dĂ©matĂ©rialisation complĂšte des factures Ă©mises pour toute son Ă©conomie B2B. Au 1er janvier 2019, toutes les entreprises doivent adresser leurs factures au SDI (Sistema di Interscambio) qui les enregistre et se charge de les envoyer au destinataire..

Il fallait une solution d’archivage pour conserver de façon fiable ce qui a Ă©tĂ© envoyĂ© au fisc italien en cas de litige.

Ainsi pour sa filiale italienne, mais Ă©galement afin d’anticiper les prochaines obligations et rĂ©glementations europĂ©ennes concernant la dĂ©matĂ©rialisation, Jacquet Metal Services a fait le choix d’un SAE Ă  valeur probatoire et dĂ©ployable rapidement et facilement pour toutes ses entitĂ©s.

Le déroulé du projet

Maarch RM a été implémenté en sortie de JAC, ERP développé en interne par Jacquet Metal Services, maintenu et mis à jour depuis plus de 20 ans. Cet ERP, monobase, multilingue et multi-société fonctionnant sous Chrome est utilisé par prÚs de 1.900 collaborateurs.

Ce projet n’a nĂ©cessitĂ© que trois mois de travail et d’accompagnement, pour fournir aux Ă©quipes de JMS une autonomie maximale sur le dĂ©ploiement de la solution et la supervision fonctionnelle, avec un respect du livrable de production attendu en janvier 2019.

JMS a ainsi pu monter sur Maarch RM un mĂ©canisme de gestion des versions des devis rĂ©alisĂ©s par la filiale allemande, ce qui n’était pas possible avec l’ancien systĂšme.

Trois baies de stockage ont Ă©tĂ© mises en place pour garantir la fameuse â€œĂ©criture en Y” exigĂ©e par la norme, avec prĂšs de 25 000 documents par semaine versĂ©s sur ce systĂšme centralisĂ© : ce chiffre est en pleine expansion, du fait notamment du dĂ©ploiement rapide sur les filiales ainsi que l’intĂ©gration progressive de la douzaine de typologies documentaires recensĂ©es.

De par leurs Ă©chĂ©ances strictes et leur forte prise en main des enjeux du projet, la mise en production a pu ĂȘtre rĂ©alisĂ©e dans les dĂ©lais dĂ©terminĂ©s. Leur fonctionnement agile et leur implication ont facilitĂ© le respect des Ă©chĂ©ances, les livraisons attendues, les remontĂ©es et ajustements tout au long du projet.

Jacquet Metal Services dispose en interne de fortes compĂ©tences. Adeptes du “fait maison”, du libre et de l’open source, les ingĂ©nieurs ont Ă©valuĂ© Maarch RM en autonomie au travers du matĂ©riel mise en ligne par Maarch : images Docker, documentation utilisateur et administrateur, procĂ©dures d’installation, sources. Ils ont fait appel aux experts Maarch pour valider les choix et les appuyer sur les aspects mĂ©tier et normatifs de l’archivage Ă©lectronique, puis pour Ă©laborer une vision globale groupe.

Avec l’objectif final de dĂ©ployer Maarch RM sur la totalitĂ© des filiales de l’entreprise et avec la totalitĂ© des typologies documentaires recensĂ©es, Jacquet Metal Services est aujourd’hui un client sous maintenance d’exception, autonome et trĂšs impliquĂ© dans la contribution technique Ă  la solution Maarch RM.

Jacquet Metal Services chooses Maarch RM for its launch

Jacquet Metal Services is a company based in the Lyon area (Saint-Priest) with subsidiaries in numerous countries (Italy, Germany, the Netherlands, Austria, Portugal, and Poland), positioning itself as one of the leading European distributors of specialty steels, with annual revenue of €1.8 billion.

Current situation

Following the example of Chorus in France, but on a larger scale, Italy made full digitization of invoices mandatory across its entire B2B economy as of January 1, 2019. Since January 1, 2019, all companies have had to send their invoices to the SDI (Sistema di Interscambio), which records them and takes care of forwarding them to the recipient.

We needed an archiving solution to reliably keep records of what had been sent to the Italian tax authorities, in case of a dispute.

So, for its Italian subsidiary, but also to anticipate upcoming European obligations and regulations on digitization, Jacquet Metal Services chose an SAE with probative value that could be deployed quickly and easily across all of its entities.

Project timeline

Maarch RM was implemented downstream of JAC, an ERP developed in-house by Jacquet Metal Services, maintained and updated for more than 20 years. This single-database, multilingual, multi-company ERP, which runs in Chrome, is used by nearly 1,900 employees.

This project required only three months of work and support to give the JMS teams maximum autonomy over deploying the solution and overseeing its functional operation, while meeting the production deliverable expected in January 2019.

This allowed JMS to build, on Maarch RM, a version management mechanism for quotes produced by its German subsidiary — something that was not possible with the old system.

Three storage arrays were set up to guarantee the well-known « Y-write » mechanism required by the standard, with close to 25,000 documents fed into this centralized system every week — a figure that is growing fast, driven in particular by the rapid rollout across subsidiaries and the gradual integration of the dozen or so document types identified.

Thanks to their strict deadlines and their strong grasp of the project’s stakes, go-live was achieved within the set timeframe. Their agile way of working and their involvement made it easier to meet deadlines, deliver on expectations, and handle feedback and adjustments throughout the project.

An engaged client

Jacquet Metal Services has strong in-house expertise. Fans of « home-grown » solutions, Free Software, and open source, their engineers evaluated Maarch RM independently using the resources published by Maarch: Docker images, user and administrator documentation, installation procedures, and source code. They then called on Maarch’s experts to validate their choices and to advise them on the business and regulatory aspects of electronic archiving, before going on to build a group-wide vision.

With the ultimate goal of deploying Maarch RM across all of the company’s subsidiaries and all of the document types identified, Jacquet Metal Services is today a client under an exceptional maintenance arrangement — autonomous and highly involved in the technical contribution to the Maarch RM solution.

SDIS 50 uses Maarch Courrier in response to COVID-19

The Departmental Fire and Rescue Service of the Manche (SDIS 50) was created in 1955, but has existed in its current form since January 1, 2000, following the law known as the « departmentalization » law.

About the SDIS

SDIS 50 is a public administrative establishment. This status grants it budgetary management autonomy, allowing it to act legally as a distinct legal entity.

The departmental director of the SDIS heads the Departmental Corps, which brings together professional and volunteer firefighters. Administrative, technical, and specialized staff are also part of the departmental service.

The establishment operates under the administrative and financial authority of the Chairman of the Board of Directors (the President of the Departmental Council or their representative), and under the authority of the mayors or the Prefect for operational deployment. The Board of Directors is made up of 22 members elected from among departmental councillors, the presidents of Public Establishments for Inter-Municipal Cooperation (EPCI), and mayors.

The missions of SDIS 50 are as follows:

  • Fire prevention, protection, and firefighting,
  • Prevention and assessment of civil safety risks,
  • Preparation of safeguard measures and organization of rescue resources,
  • Protection of people, property, and the environment,
  • Emergency assistance to victims of accidents, disasters, or catastrophes, including their evacuation.

Current situation

SDIS 50 wanted to modernize its GEC (mail management system) in order to:

  • Prepare and process incoming and outgoing mail electronically, following a process for tracking review and response,
  • Position the mail processing chain as a critical link in communication between citizens and services,
  • Guarantee traceability of mail (routing, response time, search methods, etc.)
  • Modernize services by prioritizing digitization,
  • Build a contact database for statistics and communication.

Maarch Courrier was chosen in the context of aligning practices and tools with the Departmental Council, the supervisory authority, which has been using the solution for several years.

Project timeline

The project began in June 2019, and version 19.04 of Maarch Courrier was deployed. Configuration started around August 2019, and the go-live took place on February 19, 2020.

The « Steering and Continuous Improvement » group was tasked with the rollout. It was carried out by a five-person project team through three consecutive phases:

  • Application configuration: analysis of the organization and translating it into the configuration — 6 days of support from Maarch consultants were devoted to this configuration phase, including skills transfer and workflow reliability testing.
  • Staff training: 120 users were trained internally by members of the project team, in 3.5-hour sessions with 5 to 10 participants each; training took place between early December and mid-January.
  • Implementation support: going into production requires daily hands-on support to ensure proper use and the adoption of best practices.

Throughout these three phases, the Maarch Courrier teams were by the SDIS’s side, who came to appreciate

  • A tight-knit team, ensuring all contacts had a solid understanding of the project,
  • Regular phone availability, in addition to on-site days at the SDIS,
  • Technical expertise that helped identify the configuration solutions best suited to our operational constraints

It should be noted that the lockdown measures introduced from March 17 (four weeks after going live) and the shift to remote work for the establishment’s administrative staff accelerated the integration of the tool into our practices.

A tool suited to remote work

SDIS 50 is planning to migrate to version 20.03 at the end of 2020 to benefit, in particular, from the ergonomic improvements of the new interface and the announced configuration flexibility.

“Conceived in 2019 as part of the establishment’s planned development, the rollout of Maarch Courrier took place just before the lockdown period linked to the COVID-19 health crisis.

The solution made it possible to quickly and easily shift the SDIS’s administrative activity from its usual in-person mode to a remote-work mode that had not existed until then.

Even under the specific conditions inherent to this exceptional situation, staff quickly got to grips with the solution’s features, and all users — from staff in various departments up to senior management — were able to appreciate both the smoothness and the reliability of the product.”

Le Service DĂ©partemental d’Incendie et de Secours de la Manche (SDIS 50) a Ă©tĂ© créé en 1955 mais existe dans sa forme actuelle depuis le 1er janvier 2000 suite Ă  la loi dite « de dĂ©partementalisation ».

Présentation du SDIS

Le SDIS 50 est un Ă©tablissement public administratif. Ce statut lui confĂšre une autonomie de gestion budgĂ©taire qui lui permet d’agir juridiquement en tant que personne morale.

Le directeur départemental du SDIS est le chef de Corps départemental regroupant les sapeurs-pompiers professionnels et les sapeurs-pompiers volontaires. Les agents des filiÚres administratives, techniques et spécialisées sont également intégrés au service départemental.

L’établissement est placĂ© sous l’autoritĂ© administrative et financiĂšre du prĂ©sident du Conseil d’Administration (PrĂ©sident du conseil dĂ©partemental ou son reprĂ©sentant) et sous l’autoritĂ© des maires ou du prĂ©fet pour l’emploi opĂ©rationnel. Le Conseil d’Administration est composĂ© de 22 membres Ă©lus parmi les conseillers gĂ©nĂ©raux, les prĂ©sidents d’Etablissements Publics de CoopĂ©ration Intercommunale et les maires.

Les missions du SDIS 50 sont les suivantes :

  • PrĂ©vention, protection et lutte contre les incendies,
  • PrĂ©vention et Ă©valuation des risques de sĂ©curitĂ© civile,
  • PrĂ©paration des mesures de sauvegarde et organisation des moyens de secours,
  • Protection des personnes, des biens et de l’environnement,
  • Secours d’urgence aux personnes victimes d’accidents, de sinistres ou de catastrophes ainsi que leur Ă©vacuation.

État des lieux

Le SDIS 50 a souhaité moderniser sa GEC dans le but de :

  • PrĂ©parer et traiter le courrier entrant et sortant en version Ă©lectronique en respectant un processus de suivi de l’instruction et de la rĂ©ponse,
  • Positionner la chaĂźne du traitement des courriers comme une ligne critique en matiĂšre de communication citoyens-services,
  • Garantir une traçabilitĂ© des courriers (circuit, dĂ©lai de rĂ©ponse, modalitĂ©s de recherche, etc.)
  • Moderniser les services en privilĂ©giant la dĂ©matĂ©rialisation,
  • Constituer une base de contacts pour statistiques et communication.

Le choix s’est portĂ© sur Maarch Courrier dans le contexte d’un rapprochement des pratiques et des outils avec le conseil dĂ©partemental, autoritĂ© de tutelle, qui dispose et exploite la solution depuis plusieurs annĂ©es.

Le déroulé du projet

Le projet ayant dĂ©marrĂ© en juin 2019, c’est la version 19.04 de Maarch Courrier qui a Ă©tĂ© dĂ©ployĂ©e ; Le paramĂ©trage a dĂ©butĂ© courant aout 2019 et le passage en production s’est opĂ©rĂ© le 19 fĂ©vrier 2020.

Le groupement « Pilotage et amélioration continue » a été chargé du déploiement. Ce dernier a été conduit par une équipe projet de cinq personnes à travers trois phases consécutives :

  • Le paramĂ©trage de l’application : analyse de l’organisation et transcription de celle-ci Ă  travers le paramĂ©trage – 6 journĂ©es d’accompagnement par les intervenants Maarch ont Ă©tĂ© consacrĂ©es Ă  cette phase de paramĂ©trage, en incluant le transfert de compĂ©tences et la fiabilisation des circuits.
  • La formation des agents : 120 utilisateurs ont Ă©tĂ© formĂ©s en interne par les membres de l’équipe projet sur des sĂ©quences de 3h30 rassemblant 5 Ă  10 participants ; la formation s’est dĂ©roulĂ©e entre dĂ©but dĂ©cembre et mi-janvier.
  • L’assistance Ă  la mise en Ɠuvre : la mise en production nĂ©cessite un accompagnement de proximitĂ© quotidien pour le bon usage et l’acquisition des bonnes pratiques.

Tout au long de ces trois phases, les équipes de Maarch Courrier ont été présentes au cÎté du SDIS qui a pu apprécier

  • Une Ă©quipe resserrĂ©e, garantissant la bonne connaissance du projet par les diffĂ©rents interlocuteurs,
  • Une disponibilitĂ© tĂ©lĂ©phonique rĂ©guliĂšre, en complĂ©ment des journĂ©es de prĂ©sence au SDIS,
  • Une compĂ©tence technique permettant de cerner les solutions de paramĂ©trage les plus adaptĂ©es Ă  nos contraintes de fonctionnement

A noter que les mesures de confinement dĂ©crĂ©tĂ©es Ă  compte du 17 mars (soit quatre semaine aprĂšs le passage en production) et le positionnement en tĂ©lĂ©travail des personnels administratifs de l’établissement ont accĂ©lĂ©rĂ© le processus d’intĂ©gration de l’outil dans nos pratiques.

Un outil adapté au télétravail

Le SDIS 50 envisage la migration sur la version 20.03 fin 2020 afin de bénéficier, notamment, des évolutions ergonomiques de la nouvelle interface et des souplesses de paramétrage annoncées.

« ImaginĂ© en 2019 dans un cadre d’évolution programmĂ© de l’établissement, le dĂ©ploiement de Maarch courrier est intervenu juste avant la pĂ©riode de confinement liĂ© Ă  la crise sanitaire du COVID-19.

La solution a permis de transfĂ©rer rapidement et facilement l’activitĂ© administrative du SDIS d’un mode prĂ©sentiel habituel vers un mode tĂ©lĂ©travail jusqu’alors inexistant.

Bien qu’en conditions particuliĂšres inhĂ©rentes Ă  cette situation exceptionnelle, les agents ont rapidement apprĂ©hendĂ© les fonctionnalitĂ©s de la solution et l’ensemble des utilisateurs, des agents des diffĂ©rents services jusqu’à la direction, a pu apprĂ©cier tout Ă  la fois la fluiditĂ© et la fiabilitĂ© du produit. »
