In computing, a format can be defined as the way a data type is represented within a binary string

What is a format?

In computing, a format can be defined as the way a data type is represented within a binary string. It serves as a convention, sometimes standardized, used by information systems to represent content — particularly in the case of digital documents — so that users can access it on a display device.

It also allows systems to exchange data, which — together with public interfaces and the absence of restrictions on access or implementation — forms an essential part of the concept of interoperability. When content is stored in a file system, it is referred to as a file format.

Open, closed, standard, sustainable?

A format whose specifications are publicly accessible is called an open format. Conversely, the specification of a closed format is kept secret and can generally only be fully used by software, or a suite of software, that is itself not open.

A standardized format is formally standardized by a public or international institution (NF, ISO, W3C). This allows organizations to access the specification in order to process the content by developing suitable software.

A proprietary format is designed by a company, primarily for commercial purposes. Even when open and standardized, the company behind it may try to retain control or exclusivity by imposing frequent changes, or even by not adhering to the specifications in the software it publishes to generate documents in that format.

Some closed, proprietary formats can also become de facto standards when they are widely used and adopted by the majority. One might think that such formats — for example, those used by non-free office suites — are suitable for document archiving, since they can be easily used by end users.

This is a mistake!

First, the non-free nature of the software implies restrictions on access to the information it contains, since users must acquire usage rights.

Next, as we have seen, the software vendor can decide to change the standard without notice, rendering previous versions obsolete and usable only with software that provides some form of backward compatibility.

Finally, the software may simply no longer be maintained, whether because the vendor’s strategy has changed or because it has itself disappeared from the market.

To be sustainable, a digital content format must be either open or standardized, and it must be interoperable.

CINES (the French National Computing Centre for Higher Education) provides on its website a list of digital document formats it accepts for archiving documents related to higher education and research. (see facile.cines.fr)

Qu’est-ce qu’un format ?

En informatique, le format peut ĂȘtre dĂ©fini comme la maniĂšre dont un type de donnĂ©es est reprĂ©sentĂ© dans une chaĂźne binaire. Il sert de convention, Ă©ventuellement normalisĂ©e, utilisĂ©e par les systĂšmes d’information pour reprĂ©senter les contenus, notamment dans le cas des documents numĂ©riques, pour que l’utilisateur puisse en prendre connaissance dans un pĂ©riphĂ©rique d’affichage.

Il permet aussi aux systĂšmes d’échanger les donnĂ©es, ce qui constitue, avec les interfaces publiques et l’absence de restriction d’accĂšs ou de mise en Ɠuvre, une partie essentielle de la notion d’interopĂ©rabilitĂ©. Lorsque le contenu est enregistrĂ© dans un systĂšme de fichiers, on parle de format de fichier.

Ouvert, fermé, standard, pérenne ?

Un format dont les spĂ©cifications sont publiquement accessibles est appelĂ© un format ouvert. A l’inverse, la spĂ©cification d’un format fermĂ© est gardĂ©e secrĂšte et n’est gĂ©nĂ©ralement pleinement exploitable que par un logiciel ou une suite de logiciels eux-mĂȘmes non ouverts.

Un format normalisĂ© fait l’objet d’une normalisation par une institution publique ou internationale (NF, ISO, W3C). Ceci permet aux organisations de prendre connaissance de la spĂ©cification dans le but d’exploiter les contenus en dĂ©veloppant un logiciel adaptĂ©.

Un format propriĂ©taire a Ă©tĂ© conçu par une entreprise, dans un but essentiellement commercial. MĂȘme ouvert et normalisĂ©, l’entreprise qui en est Ă  l’origine peut tenter d’en conserver le contrĂŽle ou l’exclusivitĂ© en imposant des Ă©volutions rĂ©guliĂšres, voire en ne respectant pas les spĂ©cifications dans les logiciels qu’elle publie et qui gĂ©nĂšrent des documents dans ce format.

Certains formats fermĂ©s et propriĂ©taires peuvent aussi devenir de facto des standards lorsqu’ils sont largement rĂ©pandus et adoptĂ©s par le plus grand nombre. On pourrait penser que de tels formats, par exemple ceux utilisĂ©s par des suites bureautiques non libres, sont valides pour l’archivage de documents car ils peuvent ĂȘtre facilement exploitĂ©s par les utilisateurs.

C’est une erreur !

D’abord la nature non libre du logiciel implique des restrictions sur l’accĂšs Ă  l’information contenue, car l’utilisateur doit en acquĂ©rir les droits d’utilisation.

Ensuite, comme on l’a vu l’éditeur des logiciels peut dĂ©cider de modifier le standard sans prĂ©avis, rendant obsolĂštes les versions prĂ©cĂ©dentes uniquement exploitables par un logiciel assurant une forme de rĂ©trocompatibilitĂ©.

Enfin, le logiciel peut simplement ne plus ĂȘtre maintenu, parce que la stratĂ©gie de l’éditeur a changĂ© ou qu’il a lui-mĂȘme disparu du marchĂ©.

Pour ĂȘtre pĂ©renne, un format de contenu numĂ©rique doit ĂȘtre soit ouvert, soit normalisĂ©, et il doit ĂȘtre interopĂ©rable.

Le CINES (Centre Informatique National de l’Enseignement SupĂ©rieur) fournit sur son site internet une liste des formats de document numĂ©riques qu’il accepte pour l’archivage des documents en lien avec l’enseignement supĂ©rieur et la recherche. (cf. facile.cines.fr)
