Located in the immediate vicinity of Paris and La Défense, and served by the T13 tramway to Saint-Germain-en-Laye, this town of around 20,000 residents enjoys strong appeal, reinforced by the combined influence of the Versailles and Saint-Quentin-en-Yvelines hubs. It is also home, on the historic site of the prestigious École spéciale militaire de Saint-Cyr, to one of France’s seven military secondary schools, as well as extensive natural areas.

From an in-house project to full Maarch support

The deployment of Maarch Courrier at Saint-Cyr-l’École benefited from the strength of its open-source model, with the tool’s first installation carried out entirely independently by the local authority’s in-house teams.

Convinced by the solution and keen to expand its use with the publisher’s expertise, the Saint-Cyr-l’École teams turned to Maarch in 2022 to benefit from the publisher’s support and technical assistance, as well as advanced training on the tool for both administrators and end users.

The Maarch team was thus able to provide technical assistance tailored to the local authority’s specific needs and deliver a series of training sessions to ensure better use of the software.

The goal of this training, led by a specialized Maarch Courrier trainer, was to ensure the Saint-Cyr-l’École teams could make full use of the solution’s many features for efficient correspondence management.

A successful migration to Maarch’s SaaS

In 2023, under the direction of Mr. Stéphane Petit, IT Manager, and Mr. Owen Jeammot, Project Manager, the local authority decided to migrate from its initial on-premise installation to the Maarch Courrier SaaS.

This transition to SaaS was driven by several factors, including reduced costs and workload related to hardware infrastructure, improved accessibility through the cloud, delegating maintenance and updates to the provider, and the ability to more easily scale resources according to the organization’s evolving needs.

By freeing themselves from on-premise maintenance and IT management constraints and making Maarch support interventions easier, Saint-Cyr-l’École’s business teams were able to benefit from the strength and reliability of a sovereign cloud, fully hosted in France and maintained 24/7 by a team of 22 engineers.

Full adoption

The local authority now enjoys the full benefits of a solution fully integrated into its staff’s working habits. Implementing Maarch Courrier has enabled Saint-Cyr-l’École to achieve better process ownership, a fully paperless approach, and more efficient mail management, resulting in tangible gains in efficiency and productivity.

Seamlessly integrated with the Fast Parapheur solution used in particular by the town’s elected officials, Maarch Courrier enabled the complete digitization of the document chain, from scanning incoming mail to signing and distributing outgoing mail.

This paperless approach has thus contributed to a significant reduction in paper use, while simplifying and speeding up document processing.

In addition, the overhaul of the mail department’s organization, eliminating the need to physically shuttle documents between departments, has improved operational efficiency and reduced processing times by simplifying internal processes.

The success of the application’s rollout was made possible by its full adoption by all 98 users at the local authority, starting with elected officials and the Mayor, as well as all department heads and processing staff.

In conclusion

The Maarch Courrier project at Saint-Cyr-l’École is thus a remarkable example of deployment within a local government. The independent installation of an initial version of the tool was made possible by Maarch’s open-source model, giving the Saint-Cyr-l’École teams their first hands-on experience with the solution, at no cost, to test it under real operating conditions.

Subsequently supported by the Maarch teams to expand and strengthen its use, the business teams were able to fully embrace the tool, making it one of the cornerstones of a renewed organization built on the benefits of fully paperless work processes.

The recent switch to SaaS rounds out this project by freeing IT teams from a maintenance burden, while strengthening the service’s availability and reliability.
