The Île-de-France Prefecture Deploys Maarch Courrier

The Prefecture of the Île-de-France Region, Prefecture of Paris, plays a role in driving and coordinating public policy at the regional level to strengthen the region’s attractiveness and its economic and social development.
An essential administration in regional life, it directly employs around 500 staff and coordinates the work of various state services and the regional departments responsible for implementing public policy across the Île-de-France region. Placed under the authority of the Ministry of the Interior, it is led by Mr. Marc GUILLAUME, Prefect of the Île-de-France Region, Prefect of Paris.
Modernizing public action
The Prefecture of the Île-de-France Region is particularly committed to modernizing public action and digitally transforming its services.
Within the General Secretariat for Shared Resources, under the authority of Ms. Claire CHAUFFOUR-ROUILLARD, Prefect, Secretary General for Shared Resources, the State Modernization Department contributes to modernizing public action and oversees the implementation of numerous innovative projects.
As early as 2021, the Île-de-France Prefecture launched a study on deploying a solution for the digitization of mail and signing platforms. This shift to digital, undertaken against the backdrop of the COVID crisis and the widespread adoption of new ways of working, emerged as an essential lever for strengthening the Prefecture’s operational efficiency and improving staff working conditions.
Following an extensive forward-looking study, the Maarch Courrier solution was selected.
Hosted on the servers of the Ministry of the Interior, it offers all the functionality required for prefecture operations, under optimal security conditions to ensure the confidentiality of public data.
Piloting and Supporting
As early as January 2022, a pilot program aimed at preparing the deployment of the solution and supporting staff was launched. It involved 4 departments of the Prefecture and nearly 50 staff members, and lasted four months.
Following this pilot, the particularly conclusive results made it possible to launch the operational deployment of the solution across the entire Prefecture. Committed to supporting staff in adopting this new tool in order to gain its full benefits, the project team developed a change management strategy and, starting in September 2022, began the gradual rollout of the tool across the whole Prefecture.
Maarch’s support, throughout the pilot phase and the deployment of the application, was particularly rich and well suited to the Prefecture’s context.
Through the training provided, the project team and business users were able to learn the application in a hands-on way and, in turn, organize training for the other staff members involved in the project. The solution’s features, particularly well suited to the challenges of the public sector, were especially well received by the staff involved and proved to be a strong lever for the solution’s deployment.
Addressing today’s challenges: limiting the Prefecture’s environmental impact
The implementation of the Maarch Courrier solution addresses several major challenges for public organizations.
In a context of declining physical mail volumes and diversifying channels through which the public contacts public services, implementing a robust mail digitization solution makes it possible to centralize external contacts and distribute them reliably and quickly within the organization. This responsiveness to changing citizen habits significantly contributes to maintaining public services that stay close to the people they serve.
In addition, the Prefecture of the Île-de-France Region, committed to limiting its environmental impact and engaged in several sustainable development projects, also chose to implement this solution to significantly reduce its paper and ink consumption.
This reduction in physical documentation was made possible by the guarantees offered by the solution for accessing documents and ensuring reliable circulation within the Prefecture.
